SUBJECT: SECONDMENT OF HOME CIVIL SERVANTS TO HONG KONG
GOVERNMENT SERVICE
1. Among the various staffing matters I undertook to
consider (or in this case, reconsider) during my recent
visit to Hong Kong was the secondment of officers from the
Home Civil Service to the Hong Kong Government Service.
After some discussion here we have become inclined towards
the view that the scale of secondment that is feasible in
this case is probably too small ideally to fit the
appreciable irreducible size of a typical nationwide
Home Civil Service trawl, which involves the use of
a bureaucratic process of no mean dimension.
2. I should therefore be grateful for your comments on
a less cumbersome possible alternative which nevertheless
might produce equally good results: that we circularise
Home Civil Service Establishment Officers with details of possible secondment opportunities in Hong Kong and leave it to them to approach personnel in their Ministries who in their view were potentially suitable. The advantages should be those of a streamlined and
simpler process, albeit one nevertheless able to
produce useful responses to a specific prescription. The main disadvantage I suppose would be that we should
