STAFF EXCHANGES

You may recollect that among the various points covered in zy discussions with Jack Cater and yourself on administrative and staffing matters was the question of interchange between the Hong Kong and UK Civil Services. Since my return we have looked at this further.

Secondments from Hong Kong still seen, in principle, quite feasible in selected cases, I know that you feel that in the case of many promising junior officers there might be limited experience to offer a recipient UK department, and that in the case of Chinese officers there could be family and educational difficulties. But we are prepared to consider each proposal on its merits and to do whatever we can to place the seconded officer to your Service's best advantage. Soze UK departments are finding already that their capacity to accept secondaes is becoming limited by cuts in the levels of senior staff who would ideally oversee their training and development, but if you can give a fairly detailed description of the type of people for whom you hope to find places, we will do our best to help.

3. Another point we discussed was whether the effector staff cuts in the UK might release useful people whom Hong Kong needs and could readily deploy to mutual advantage. The Minister for the Civil Service has said that wherever possible, cuts in estab-- lishments are to be achieved by natural attrition rather than by traumatic mass dismissal, and in fact the immediate level of redundancy in the Civil Service as a whole will not be high. However, the Diplomtio Service is eventually to lose a couple of hundred people this year by an optional premature retirement scheme. It occurs to me that among these will possibly be some officers with useful mileage left in them, in skills and with experience of use to the Hong Kong Government Service.
