I have the honour to refer to Dr Owen's despatch

HKA 431/8 of 8 September 1978 giving a list of posts, approval

for which is required under the provisions of Colonial

Regulation 19 for appointments and postings.

Clarification is required for one point:

in addition

to permanent and substantive appointments and promotions, acting

and temporary appointments and promotions to the listed posts

also require my approval in the same way whenever they are to be

made. Approval may be sought by telegram.

Please ensure that this despatch, together with that

of September 1978, is seen by all senior officers concerned and

is recirculated annually for information.
