28. HMG does not guarantee colonial loans or issue letters of comfort, except where a loan is made from IRBD funds either directly or indirectly through another agency (ie. CDB); in these cases, the Treasury guarantees the loan. The procedure is complicated and is set out in the attached note (CDB Lending of IRBD
Funds to Associated States and Dependencies', a copy of which is attached for guidance.
Overseas Training
29.
Every year, an allocation of training awards is determined for the forthcoming academic year. Miss Doig and Mr Mayes will be responsible for liaising with Devdiv over numbers, sectors etc. and will complete the annual key-sheet exercise. Once the exercise is completed and each territory has its quota (financed from within its TC allocation), applications should go to the British Council via Bridgetown. If any papers are sent direct to
Desk Officers they should forward them immediately to British Council (a list of Council Officers showing their responsibilities is kept on file in the 'Aid room'). Occasionally, Desk Officers will receive calls and papers from the Council; these usually relate to applications (A2's) requesting placements on courses outside of the agreed sectors of assistance or which carry the costs over the agreed allocation. In such cases, Devdiv's views (if not already known) should be obtained and if it is decided to increase the training allocation, the availability of funds should be checked with Miss Doig.
Non-Crown Agents Procurement of TC Equipment

30. Whilst Mr Mayes is responsible for procurement of TC Equipment see para 14c there may be occasions when the Desk approves equipment to be procured by the ODM Scientific Units (eg. TPI DOS etc) direct. The invoices are then submitted to the Desk via the Scientific Unit and the Desk authorises (on file) ODM Accounts Branch to make the payments. The file must always be routed back through Mr Mayes to note the expenditure.
