In addition, Devdiv sends periodically (about every 3-4 months) territorial programme sheets. This is an essential document and one which assists Caribbean Desk Officers to monitor expenditure and progress in the aid programme relating to their territories. It must be studied carefully, related to the AF figure, compared to earlier returns and its implications fully understood before it is put away on file. Help and advice, if needed, in understanding this return can be obtained from the officers responsible for coordinating aid matter in the Section - see para 14 above and queries may be raised or advice sought direct from Devdiv.

The filing arrangement in paragraph 17 above will not apply to territories when aid is in the form of loan agreements. Each loan agreement is a separate entity and must be filed in a separate file.

TC and OSAS Appointments

Requests for appointments are made on Form A-1 for TCOS and Form C for OSAS Officers. No approval to a request should be given

until

a) In case of Caribbean dependencies; until Devdiv have recommended it;

Desk Officer has checked with Mr Mayes that there are sufficient funds to cover the costs.

If, as is sometimes the case, the territory forgets to send a copy of the request to Devdiv, the Desk Officer should rectify the ommission and ask Devdiv for the recommendation. Once Devdiv have recommend an appointment, the Desk Officer should then take action as follows:
