out basically the same functions as Devdiv does in the Caribbean, in close coordination with ODM Finance Dept and Economic Planning Staff. Here approval for the allocation of funds is given by Head of Dept and AUSS.

Aid is broken down into three components:

a)

b)

budgetary- ie. grant-in-aid;

capital, either grant or loan terms;

c) technical cooperation to include provision for TC and OSAS staff, consultancies and training.

Aid framework figures, based on the above breakdown, are prepared annually at the request of ODM, by the Dept in respect of each territory and the 4 year programme is then rolled on for a further year. Individual territorial figures are consolidated into a total figure for all the dependent territories and submitted to ODM for approval. In November, the departmental officer respon- sible for aid coordination (at present Miss Doig assisted by Mr Mayes) is required to seek the views of Devdiv on the aid frame- work figures initially, and then to discuss them with Desk Officers and EPS before submitting them.

8. AUSS may vire between territories within the overall allocation of aid funds for the dependent territories. Applications for this need to be submitted through Head of Dept and, in the case of Caribbean dependencies, with Devdiv's covering advice.

Financial authority is as follows:

a) Devdiv and Head of WIAD: up to £600,000

b)

AUSS: £600,000

c) Projects Committee: £1,000,000 and over.

10. It is particularly important that all Desk Officers responsible for DTs keep the closest contact with ODM Finance Dept (Mr Pennock at present) and EPS (Mr Sparkhall at present). These Depts should be consulted and kept informed on all aid matters, as follows:-

a)

Finance Dept

i) Budgetary aid

ii) Capital and TC aid when it has budgetary implication for grant aided territories.

b)

EPS

All aid matters.

To assist these Depts to play their full part in the working of this Joint Dept, it is essential they be kept abreast of departmental policy and thinking on events of importance, even if the subject matter has no direct bearing on finance or aid. of this can be accomplished simply by copying inward and outward
