OUTFIT ALLOWANCE AND CLIMATIC CLOTHING ALLOWANCE FOR THE GOVERNOR- DESIGNATE OF A DEPENDENT TERRITORY

1.

Thank you for your letter of 20 February 1980 about the question of paying, from your Governor's Vote, outfit and climatic clothing allowance to Mr D K H Dale, CBE, Governor-Designate of Montserrat.

2. I am afraid we remain of the view that it must rest with the receiving territory to pay a clothing allowance to its Governor. However, we accept that if it is the case that a particular territory has insufficient funds available to pay such an allowance, good grounds may exist for a measure of "topping-up" in addition to any "topping-up" of salary by an equivalent amount from your Governor's Vote. But we do not consider that in such circumstances it would be appropriate for the payment of the allowance to be at an equivalent level to that payable to a career diplomat; surely the Administration of Montserrat would not have had that consideration in mind in assessing this particular allowance had it had adequate funds at its disposal.

3. We would be content, therefore, and provided that you are completely satisfied that this is necessary, to agree that you may make him a further "topping-up" payment from your Governor's Vote equivalent to the clothing allowance which would have been received from the local Administration.
