distinction between the posts of Governor, Belize,

and

Governor, Falkland Islands, both at DS3 in view of the politi-

cal sensitivity; upgrading would also pose problems of

structure. It was therefore proposed that the DS4 and equi-

valent Governors receive an additional £1,000 per annum as

responsibility allowance, i.e. the difference in salary between

Grades 3 and 4. This allowance would be taxable. Since the

Governor of St Helena and Commissioner, Anguilla, are also

graded at DS4 and equivalent, they should likewise receive the

allowance.

5. On (b), the Inspectors suggested (Mr Holloway's minute of

11 July) that because the duties of a Governor were so res-

trictive, there was a good case for allowing them annual leave

Under current arrangements notified to Governors last year,

the Governors of Belize, Montserrat and the Turks and Caicos

Islands and HM Commissioner, Anguilla, already qualify for

leave after 12 months; the remainder (Bermuda, British Virgin

Islands, the Cayman Islands, the Falklands and St Helena)

qualify for leave after 18 months (after which period the

leave entitlement is usually more than the Governor can

reasonably take). This is paid out of Vote 1 subhead (C)(3)

(4)(d), the Governors' subhead,administered by HMGD. Gibraltar

and Hong Kong are outside this scheme as the territories pro-

vide fare-paid annual leave. It, therefore, seems equitable

as the pressures on all Governors are the same, to standardise

leave at 12 months.

The financial implications of these two proposals are set

out on the attached sheet. Briefly, the responsibility allow-

ance will involve an additional £6,000 per annum; the annual

leave for the five extra territories will mean an additional

£17,889 per annum.
