1. In my view there is a basic premise on which the whole
question of Governors' conditions hinges which is overlooked in
the attached submission. Governorships either are or are not
DS appointments. I would suggest they are not although the
situation is not clear. If this is the case and DS officers are
'seconded' for Colonial service, their terms of service are
arguably separate from the DS package and improvements can be
proposed and negotiated on their merits. There is support for
this in that, in theory, the costs of the Governors are borne
by the territories, although in some cases where the territory
cannot afford the full cost they receive assistance from HMG
either the FCO or the ODA.
2. This argument is weakened by the method of calculation and
payment of the Governors' allowances. 'DS officers' receive
frais the others receive a Local Allowance and an Entertainment
Allowance which in total is usually less than the frais.

3. If, on the other hand, the Governorships, or some of them (?),
are regarded as DS Posts - and I understand there are papers with
A&SD suggesting the FCO should take on responsibility for the
upkeep of certain residences and offices - the terms of service
of the Governors must surely be kept in line with other Posts and
with DS staff in their Posts. In this case what would be the
fate of the Governor ships filled by non-DS officers? They appear
to be left with the short end in the Caribbean at present.
4. If the Governors are on DS terms surely PSD should be
responsible.
If they are a separate entity let us by all means
seek improved conditions but should not the first step be to put
them all on the same footing.
