In regard to (c) it seems to me that if the SIQ were slavishly followed it could lead a tyro Governor into all sorts of dangerous waters. What is needed is experience, commonsense, judgement, hard-work and, above all, luck. It seems to me that if a newcomer requires background and a prop he would be far better studying volume 8 DSP which covers the broader aspects of a Governor's job, rather than getting involved in detail which he would have to pick up on the spot anyway.

It may look different in the cloistered atmosphere of DevDiv, Barbados, when we will consider the matter more carefully.
