When Mr Holloway inspected the Cayman Islands this summer Governor gave him the attached 'Self-Inspection Questionnaire' which he thought might be used by Governors of dependent territories by way of a back-up to the regular DS Inspections. I understand that Mr Russell's view was that the normal DS Inspection failed to cover much of the work of a Governor and his staff since the Inspectors' remit and instructions were more appropriate to the running of a diplomatic mission.

Mr Russell's draft questionnaire seems to me to be very well drawn up and covers just about every aspect of a Governor's duties. Subject to the views of the geographical departments, I think we should circulate the draft to other dependent territories and invite comments. It may be that the self-inspection exercise is not appropriate in certain of the dependent territories and I would welcome comments.

Unless you see objection, I propose that this subject be added to the agenda for the Conference of Caribbean Governors. It need not take up much time, but I think it would be useful to have a short discussion on the points raised in the questionnaire and how the process of self-inspection could be employed for the more effective administration of the dependent territories.
