INSPECTION OF DEPENDENT TERRITORIES

1. Tom Russell in Grand Cayman has very kindly drafted a compre- hensive 'Self-Inspection Questionnaire' which should be useful as a back-up to regular DS Inspections; it is aimed to cover those

aspects of your work which would not fall within the Inspectors' remit.

2. Much of the draft will not be appropriate to those territories which are more advanced constitutionally than territories such as the Caymans. It is nonetheless an excellent guide and should be a useful tool to good management and administration of a Dependent Territory.

Our only comment is to suggest an insertion under 'Police' to cover the state of readiness of the Joint Theatre Plan.

4. The subject will be on the agenda at the Conference of Caribbean Governors (19-21 January). Those of you who will be present will have an opportunity for a short discussion of the points raised in the questionnaire and of how the process of self-inspection could be employed for the more effective administration of the Dependent Territories. It would be helpful if other OAGS could send comments to me, where possible, by the beginning of January.

I am writing to all OAGS, except that in the case of Hong Kong I am copying to Sir J Cater for his information. I am also copying to the Administrators, Ascension Island and Tristan da Cunha for information.
