I was most interested to see Tom Russell's draft "Self-Inspection Questionnaire" and believe that it will be very useful.

2. You may like to consider the following suggestions for inclusion in the questionnaire:

Constitutional:

(a) Is the Country Assessment Paper up to date and

are regular assessments made of progress towards the main objectives set out in the paper?

(b) Are the "de facto" powers of the Ministers/

Members running ahead of the "de jure" position laid down in the Constitution? Particular attention should be paid to the preservation intact of the Governor's reserve powers.

Law:

(c) Review regularly whether the time is ripe for

urging the abolition of capital punishment.

(d) Are conditions in the prisons kept in step with

internationally accepted standards?

Relations:

(e) Insert "Leader of Opposition" under "Elected

Members of Executive Council".
