I see float files of all ministries and I meet regularly with the Chief Minister, Ministers and Permanent Secretaries.

The portfolios are to be reviewed as part of the review of the Public Service they need consider- able clarification and there are a good number of lacunae. There is a general lack of clear under- standing of the portfolio system by all improvement will, I hope, occur when item (i) of Constitutional is completed.

Most appointments are made by the Governor acting in accordance with Executive Council's advice. But views are fully exchanged before hand on suitability of appointeess All Chairmen of Statutory Boards and government owned companies are civil servants.

Water, Electricity companies and Port Authority work well and keep out of debt and pay their way. Not so the Development Finance and Marketing Corporation, which, due to mismanagement in the
