this Government:
(b) that His Majesty's Government will support the view that the expression in Article 15(1) "public emergency threatening the life of the nation" covers:
(1) the present emergency in Hong Kong and
(2) any emergency arising from danger of communist or similar alien political penetration or infiltration or any apprehended internal disorder of a serious nature;
(o) that in view of the examination and amendment of
the laws of Hong Kong which will be required in the event of
the Convention being applied, its extension to this Colony should be postponed for one year.
6.
I repeat, however, that I would prefer to proceed as
in paragraph 4 above.
