Article 25

There are no elections to the Executive or

Legislative Council. The franchise of the twelve elected members of the Urban Council is restricted to approximately 10% of the population who satisfy prescribed residential, property-owning, tax or rate-paying or educational qualifica- tions. The reasons for these restrictions are well under- stood locally see Article 1.

There may be some criticism of the 'expatriate' element in the Hong Kong Government on apparently advantageous terms of service but no reservation need be entered.
