Some may well have suggested rather more lenient markings for their host govern- ment than is objectively justified, for example because they thought it was misunderstood in the UK. Others may have been excessively severe, for example because of their personal ex- perience of the activities of the local security services. Equally, geographical departments have been able to make com- parisons only between the (often rather restricted) range of countries with which they deal. The marks suggested by posts and departments are included only as a possible cross-check.
