4. The reports should be on the same lines as those already drawn up for foreign countries. They should take into account the relevant standards laid down in the Universal Declaration of Human Rights and in the International Covenant of Civil and Political Rights. The texts of the articles concerned in the latter are attached to the circular to assessors as Annex A. You should also suggest ratings for each of the rights concerned on a scale from zero to 10, with zero representing an unblemished record and 10 flagrant, widespread and arbitrary disregard for the rights in question. It would be helpful if we could have these reports by close of play on Wednesday 16 February.
