Further to my telegram number 1719 of 7th December, I am now writing in greater detail on the current pay disputes in the Hong Kong Civil Service for your information and to bring you up-to-date on the latest development.

Since the publication of Report No. 2 of the Standing Commission on Civil Service Pay and Conditions of Service on 22nd October, a number of staff associations expressed dissatisfaction with the Standing Commission's recommendations and the following staff associations have taken steps to press for their claims.

Dispensers

On 16th November, members of the Medical Department Pharmaceutical Staff Association (about 250) started working selectively in protest against the recommendations of the Standing Commission. The Association has been demanding a pay structure similar to that for Radiographers while the Standing Commission's recommendations put the lower ranks of the two grades on equal salary points with the senior ranks of the Radiographers grade having higher starting and maximum points.

Representatives of the Medical and Health Department and the Civil Service Branch have met with the Executive Committee of the Association on several occasions in an attempt to persuade the dispensers to submit their views to the Standing Commission for further review. The Executive Committee however decided to continue to work selectively. In the circumstances, 27 dispensers have been suspended from duty with effect from 30th November under Civil Service
