I enclose for your information two copies of the first report on "Principles and Practices Governing Civil Service Pay" prepared by the Standing Commission on Civil Service Salaries and enclosure Conditions of Service.

Initial public reaction, following a press conference on Monday 30th July has been quite favourable although it will probably take some time before the press and public fully digest the implications and give more considered assessments.

Some initial critical staff association reaction is as expected, with the Civil Service associations probably feeling they have to adopt a posture of dissent so as to strengthen their position in competing for membership. We will be discussing the Report with the Staff Side in the Senior Civil Service Council and hope to go to Executive Council some time this month. The great majority of the recommendations are likely to be acceptable.
