agree: : I do not think that a reply based on to So's letters is going to satisfy Viscount Crambor one, nor will there be much sympathy for the Hong Kong Government's position of the case attracts wider publicity. But I think a rather more subtly drafted letter to N Rowlands is called for, and have rediifited the letter accordingly.

9 anggest that when the letter to Ar Rowlands has issued we should consider sending a further interim reply to Viscont Crambor tone, explaining that we are still in correspondence with Hong Kong
over the case.
