INDUSTRIAL ACTION IN THACOVIL SERVICE: COMPENDIUM
SCOPE AND PURPOSE
1. This Circular and the attached compendium revise, update and consolidate the advice given in previous Circulars on the policy to be adopted and the action to be taken in the event of industrial action by non-industrial civil servants.
2. Apart from paragraphs 27-48, the compendium does not lay down specific procedures to be applied by all departments but provides a broad strategic framework within which departments may act. The main possible courses of action which are available in the event of particular forms of industrial activity are set out, but it is recognised that the particular line of action to be followed in a given situation is a matter of judgement for the department at the time, subject to any overriding strategic or tactical decisions for general application which may have been taken centrally. Appendix A to the compendium provides texts on which departments may wish to draw should they have to prepare any instructions for issue to staff on industrial action.

The guidance takes into account the repeal of the Industrial Relations Action 1971 by the Trade Union and Labour Relations Act 1974. Certain aspects of it, notably paragraphs 19 and 20, may need to be looked at again the light of further revision of industrial relations legislation.
SUPERSEDED AND NEW MATERIAL
4. The advice in this Circular supersedes that given in CSD General Notices 73/14, 73/16, 73/36 and 73/47 and in CSD Management-in-Confidence Circulars dated 14 February 1973, 15 February 1973, 27 July 1973, 13 September 1973 and 20 November 1973. Paragraphs 11 and 23-46 of the accompanying compendium include advice that has not previously been given or that has been reviewed in the light of experience and the views of Established Officers.
