to receive any salary, wages or allowances other than

any allowance payable to the officer in respect of

accommodation or the education of his children.

(3) During the period of his suspension, a public

officer shall be deemed to be on leave without pay for

all purposes other than for any allowance payable to

him in respect of accommodation or the education of his

Explanatory Memorandum

The purpose of this Bill is to provide for

certain sanctions to be applied against public officers

who are absent from work, refuse to perform their usual

duties or engage in irregular industrial action short of

a strike, for example, a "go-slow".

Clause 3 of the Bill provides that where a

public officer does any of these things, the Secretary

for the Civil Service may stop his pay. The amount to

be stopped is such amount as the Secretary considers
