CIVIL SERVICE STAFF DISPUTES

I have sought Mr Hurst's views (at folios 103/4) on the "Standing Commission on Civil Service Salaries and Conditions of Service", as outlined in the Executive Council memorandum (folio 100) and Mr McLeod's letters of 21 November and 14 December (folios 98 and 105).

2. Mr Hurst's main concerns are that the Trade Unions (Staff Associations) should be represented on the Commission and that

Mr McLeod's Commission. most recent letter indicates that the Civil Service Branch is consulting Staff Associations about membership of the Commission, and Martin Rowlands' speech of 16 November committed the Branch to rethinking the roles of the Departmental Staff Consultative Councils, which will presumably be linked with discussions on the Standing Commission. A copy of GIST attached indicates that there is concern amongst civil servants in Hong Kong that the represen- tation on the Commission may not represent all civil servants sufficiently.
