Comment. The composition of the Commission already provides for the appointment of an expert Adviser to the Commission. However, it may well be useful for the Chairman to be empowered to appoint (subject to the agreement of the Chief Secretary) persons who are not members of the Commission to be members of (or advisers to) sub-committees of the Commission. The description of the composition of the Commission has been altered accordingly.

A press release will be issued shortly announcing the completion of the consultation process, releasing the slightly revised terms of reference, and explaining some of the points referred to above.

At the same time replies will be sent where necessary to those staff associations who have raised queries.
