Further to my letter of 14 December, I am writing to inform you that after full consultation with staff associations (48 replies were received from the 103 associations consulted) the terms of reference of the Standing Commission on Civil Service Salaries and Conditions of Service have been slightly revised. The final version was put to Executive Council for information on 9 January in Memorandum XCRI (79)1, a copy of which is attached. The Council did not express any reservations on this paper. At the same time the Council discussed a list of possible members of the Commission, and the comments made are now being considered.

2.

In the event of the Commission needing specialist advice to deal with particular problems of individual groups of staff, there is now provision under the revised terms of reference to co-opt to sub-committees of the Commission. This should help to allay any fears the staff might have that their duties and responsibilities will not be fully appreciated by the Commission.

Assuming Finance Committee agree today to the appointment of a Secretary-General, Peter Williams will arrive here on 18th January and I am still confident that the Commission will be able to start work early in February. Indeed, we hope to have at least one meeting before then to settle one or two matters on which we really need a public announcement as soon as possible.
