convincing and sincere manner but he is more a talker than a doer. He hes developed a close working relationship with Mr TSIN Sai-nin a retired civil servant and an Urban Councillor. Tein has been associated with Civil Service staff associations (including CCSA which got tired of his attempts to use them) for a long time and regards Civil Service staff associations as one of the main sources of grassroot political support for his Urban Council and other political activities. Luk relies on Tsin for influence over minor staff and for connections with international labour organisations. Although Luk claims to have Tain under his control, on occasions Tsin has made use of the name of the General Union to further his political activities. Tsin has recently given open support in the name of the General Union to the delegation of 'ex-policemen to U.K. which could have been done with the intention of establishing a closer relationship with the Junior Folice officers Association.

It appears that being the most senior in rank and an articulate theorist on modern trade union movement, Mr Luk commands some respect amongst the affiliates. However, it is doubtful if he has any significant personal influence on individual associations. There are indications that Mr Tsin, being an UC Councillor and a willing participant at any meetings or activities organised by staff associations, has greater influence on individual associations. It is nearly always Tsin who is interviewed by the media. Our assessment is that Luk provides some of the driving force of the Union whilst Tsin provides the cohesive power.

The Union of HK Post Office Employees is one of the most active members of HKCSGU and the Postal Telegraph and Telephone International (PTTI), a powerful international labour organisation, has given a good deal of advice to the Union in its formation. Mr J. McAvoy, PTTI's Jar-wast representative, visited Hong Kong several times in 1976 and 1977 and had discussions with Mr Luk and hig colleagues on the development of the Union. He assessed the CCSA as being too moderate and too much under management dominavion. PTTI aná its affiliates in the Far-East are reported to be giving financial and technical support to the Union especially for its inauguration ceremon in May. Although a number of affiliates are also members of the In3⁄4é Services International (PSI), an emerging international labour organisation, it is not expected that the General Union will try to obtain support from PSI because of PSI's close relationship with CCSA.
The Issue

When the possibility of setting up the Standing Commission was first raised, ar Luk requested a formal meeting between SCS and the Executive Committee of the Union to discuss the matter.
As the proposal about the Commission had yet to be finalized and the Staff Side of the Senior Civil Service Council had not yet been consulted, the request was declined. Subsequently all the affiliate associations but not the Union itself had been invited, together with other staff associations, to comment on the terms of reference and composition of the Commission. When the Union indicated informally that it wished to comment on the TOR and composition, DS(CS) 2 offered to provide the
