Many thanks for your letter LA/HK/7 of 20th February, 1979 and for two reports which will provide useful background for the Commission.

We are making good progress. The Commission meets every Friday we have had three meetings so far. For two hours on Saturday mornings, we meet for "education" sessions, familiarising members with the more complex establishment etc., problems and we have set up three Working Groups to deal with three segments of the Civil Service Disciplined, low-paid staff (Model Scale 1) and the "rest". One of the groups als● meets each week.

We have set ourselves 31st December to complete a first interim

which I expect will mainly concentrate on Disciplined and MOD 1 staff a substantial part of the Civil Service.
