Situation Report on Major Pay Disputes (No. 5)
NURSES
Current situation
On 19.1.79, the Nurses Unit of HKCCSA unilaterally submitted fresh proposals on structure and pay for the Nursing grade. These include
(a) creation of more senior posts;
2.
(b)
changes in rank titles;
(c)
very substantial increases in pay for officers in various ranks.
Based on the findings of the fact-finding team, the Medical and Health Department put forward to the staff associations in a letter dated 26.1.79 its views on the pay and structure of nurses and allied grades which it proposed to put to the Standing Commission in due course. These were the views of the Medical and Health Department and were not "government" views since they had not been agreed by Secretariat.

The staff associations objected strongly to the Department's views (which fell far short of their request for equal treatment with Radiographers) for fear that the Standing Commission would be biased against their claims by these proposals, They stated that they would take "appropriate action" if the Department did not withdraw its proposals and replace them by a new package acceptable to the staff.

A meeting (of the staff associations' representatives and representatives of the Medical and Health Department and Civil Service Branch) was held on 1.3.79. The atmosphere was pleasant but the staff associations' representatives had given no firm indication that they would forego early industrial action,

On 8.3.79, representatives of the two staff associations met with the Secretary-General of the Standing Commission. They were advised to meet again with the Department to pinpoint the points of dispute between the two parties, and to isolate those other issues on which further discussion would be fruitful, They would then be in
a position to make representations to the Commission.
BUTCHERS

The package of proposals which provides a restructuring of the Butcher grade together with slightly improved but much more rational pay scales for the various ranks of this grade was explained in detail to the staff representatives at a meeting on 15.1.79.

The Butchers agreed in principle to the proposed structure but they were not satisfied with the pay scales proposed by the management on the grounds that
