Conservative) who wrote to Mr Blaker on 25 July about a

constituent's complaint against the Hong Kong Government.

Recommendation

2. We have asked the Hong Kong Government for their

early comments on Viscount Cranbourne's letter. In the

meantime I recommend that Mr Blaker send an interim reply

on the lines of the attached draft.
