necessary qualifications and experience being promoted to a post in a grade other than that to which he presently belongs should not be ruled out where he is clearly the best man for the job ... Else - where in the paragraph, it is made clear that there is little opportunity for the general application of this proposal. Reference is also made to the fact that in practice the extent to which inter-grade appointments could be achieved is limited and that wide spread inter-grade appoint- ments would meet with strong opposition from staff in grades with above average prospects, and therefore likely to have promotion posts filled from elsewhere. While this recommendation can be accepted in principle, it should be made clear that because of the difficulties outlined by the Commission in practice promotions to posts in other grades will rarely be feasible. However, where a promotion post cannot be filled from within the grade, as happens occasionally, it is proposed that the vacancy should in future always be circularised to serving officers before resorting to public advertisement.

The second recommendation in paragraph 47 (a) is that an examination should be conducted to see to what extent existing grades could be merged into more general grades. This is likely to be a more practical means of evening out promotion opportunities. such merging may be achieved as part of the review of individual grades, but a further examination will be conducted after the review has been received and processed. Any proposals arising out of this examination would anyway need to be considered by the Standing Commission, and could perhaps form part of a second review of individual grades.

Recommendations (xxii) and (xxiii) also involve detailed and time-consuming examinations which cannot be carried out until after the first review report has been processed, and are clearly relevant to any second review by the Commission.

By contrast, recommendation (xxiv) is of immediate interest to staff and can be implemented fairly quickly. The recommendation is that in future all civil servants should recieve an immediate cash benefit on promotion, probably in the form of a minimum of one increment. At present, this is not always the case. Implementation of this recommendation should also enable the existing, complex regulation to be considerably simplified.
