On 12th December 1978, the Council advised and the Governor ordered that the proposal to establish a Standing Commission with the terms of reference and composition set out in memorandum XCC(78)95 should be approved, subject to various changes and provisos. The approval was subject to consultations with staff associations, and on 5th January 1979 a Note XCRI(79)1 was issued informing Members of the results of these consultations and of certain minor textual changes to the terms of reference made as a result.

The Commission was appointed in January 1979, and held its first full meeting on the 9th February 1979, It has now submitted its First Report, and Members were given copies with Note XCC/LCC (79)10 of 26th July 1979. Copies were also subsequently issued to heads of departments and staff associations. The purpose of this memorandum is to seek Council's advice on the conclusions and re- commendations contained in the Report.
The Report

A summary of 36 conclusions and recommendations is given in paragraph 80 of the Report. These fall into two main groups. The majority of recommendations are essentially general principles or guidelines. If they are agreed, the Commission will follow these guidelines when reviewing the pay and structure of individual grades. The Commission's first such review is expected to be completed in October 1979. Pending receipt of that review, no further action would be necessary by Government. The second group consists of a smaller number of more specific recommendations which could if desired be processed and implemented separately from (and in some cases earlier than) the review of individual grades. All the recommendations in paragraph 80 fall in the first group except number (vii), (xii), (xv), (xxi)-(xxvii), (xxx)-(xxxiii), (xxxvi).
