BCARFE POST IN HONG KONG

Thank you for your letter of 12 July. As the second paragraph of Rogers' letter of 11 May to Russell indicated, we gave Graeme Wilson a two year extension of his posting. This will take him up to May 1981, when he will presumably retire.

2 I am have not been able to form an independent view on the future of BCARFE, since I only took over from Rogers at the beginning of June, and for the whole of that time Graeme Wilson has beer. on leave. I intend, insofar as circumstances allow, to give him rather more responsibility than he was allowed by my predecessor, with whom he did not get on. Unless an earlier decision is forced on me by Government policy toward civil service personnel in general, I do not propose to reach a conclusion on the desirability or otherwise of maintaini ig BCARFE for another twelve months.

For the avoidance of doubt, I should add that my Deputy Secretary, John Steele, took a rather different view from George Rogers on the value of BCARFE, and it was, I understand, primarily John Steele's decision that the post should be retained for a further two years.
