I submit a draft reply to Mr Roberts' letter of 30 July
which reflects the comments of FED and HK&GD. Mr Stables
saw no reason why we should not seek the Embassy's initiat
reactions and I am consulting them by tele-letter.
2.I have checked that an extension of Mr Wilson's respon-
sibilities would not cause us any problems from a financial
or manpower point of view.
