"You are charged with assisting in Britain's export effort to the People's Republic of China. The direction of the official export effort in China lies with HM Ambassador in Peking who will have first call on your services. You will be accredited in Peking and responsible to the Ambassador through his Commercial Counsellor..
At the same time you will be a member of the staff of the British Trade Commission in Hong Kong and subject to the direction of the Senior British Trade Commissioner for administrative purposes and on matters affecting the running of that organisation. You should also look to him as your local source of guidance.
Any absences from Hong Kong by you or members of your unit would be subject to consultation between HM Ambassador Peking and the Senior Trade Commissioner."
