The main impetus for New Town development came from the decision in 1972 to provide adequate housing by the mid-1980's for the 1.8 million Hong Kong people who were then inadequately housed. meet this programme much of the housing would have to be provided in undeveloped parts of the New Territories and the programme was combined with a programme for the development of New Towns to provide all the necessary facilities for an improved living and working environment. The New Towns are based on balanced development including private and public housing, job opportunities, education, social, medical and recreational facilities, with full attention being paid to landscaping to combine an attractive environment with high density development. As a result of the New Town programme the total population of the New Territories will expand from about 1 million people to 2.5 million by the mid-1980's when about half will be living in public housing.
