Thank you for your letter of 18 September, and for your words of welcome on behalf of your Association.

I have now looked into the matters you raised. The position is as follows :

British Nationality Law

I can confirm that it is the intention of the present British Government, as it was of our predecessors, to amend the law on nationality. The measures to be introduced are still under consideration; so I cannot give details. I can, however, assure you that full account will be taken of the views expressed by the Hong Kong Government, and by individuals and organisations in Hong Kong, including the views that you have put forward on behalf of the Civic Association.

Multi-entry Certificates

Your proposal for extending the period of validity of multi-entry certificates has wider implications which make it impracticable. The entry certificates are of course very different from the visas which Hong Kong British citizens require to enter the United States. Hong Kong British citizens do not require visas to enter Britain. The entry certificate scheme was introduced to facilitate entry formalities for citizens of Commonwealth territories who might otherwise be subject to unnecessary delays when arriving in Britain.

Home Ownership for Middle Income Families

As you will be aware, the Governor announced in his speech at the opening of the Legislative Council on 10 October that a working party is to be appointed to look into the problems of providing housing for those in the middle income group whose incomes are too high for them to be eligible for the Government's Home Ownership Scheme.
