It is recommended that the following eligibility criteria for Phase II of the Home Ownership Scheme and the Private Sector Participation Scheme should apply:

Housing Authority tenants, irrespective of their income, provided:

(i)

they surrender their existing tenancies after acquiring a Home Ownership flat;

(ii) their household size is not less than 2 persons;

the applicant has lived in Hong Kong for five years; and

(iii)

(iv)

the applicant should possess a black seal

identity card and at least one other member

should possess at least a green seal identity card;

all other household (including family members of Housing Authority tenants who plan to split from their parent household) provided:

(i)

(ii)

(iv)

(v)

the household size should not be less than 3 and should include a married couple or a closely related family group (i. e. a widow/ widower with children);

the household income is not more than

$4,500 a month;

the applicant has lived in Hong Kong for five

years;

the applicant should possess a black seal

identity card while at least two other members should possess at least green seal identity cards; and

they are not owners of domestic property which is available for their use.

It is also recommended that:

(a) the rule disqualifying employees eligible for housing

assistance from their employers be dispensed with; and

(b) applicants be asked to submit full details of the

family with which they live at present and the

family that will move into the Home Ownership flat, should they be successful.
