Thank you for your letter of 3 July to Lord Carrington with which you enclosed copies of two circular letters and a press cutting sent to you by Mrs Elsie Elliott.
We have asked the Hong Kong Government for their comments on the newspaper article and also on the incident that took place at the Village of Peace and Happiness. I will write to you again as soon as I receive their report.
You will know from the Written Answer which Lord Carrington gave to your Question on 24 May that a review is in hand of the provisions of the Public Order Ordinance relating to public meetings and processions. I will let you
know the outcome of the review when I hear it.
In the meantime I am returning the enclosures to
your letter.
