the applicant has lived in Hong Kong for five years; and

(iv)

the applicant and at least one other member of his family must possess black seal identity cards which indicate that they are allowed to live in Hong Kong permanently under normal circumstances;

All other households (including family members of Housing Authority tenants who plan to split from the parent household) provided the above criteria for Housing Authority tenants and the following

criteria are fulfilled;
