1. I submit draft replies and a background note to the attached four Parliamentary Questions tabled by Mr Robert Parry MP (Labour Liverpool, Scotland Exchange) for priority written answer on 15

February.

2. Mr Parry is one of several MPs who have received a letter from Flag A the Society for Community Organisation (SOCO) in Hong Kong concerning

the campaign for public housing by boat squatters living in the Yau Ma Tei typhoon shelter in Kowloon and in particular about the arrest of 76 people, including some boat people and their children, for unlawful assembly when they tried to present a petition to the Flag B Governor. Mr Parry wrote to Lord Goronwy-Roberts about this incident

on 25 January and a draft substantive reply was submitted on 13 February. He has also put down a Parliamentary Question for oral answer this afternoon (the question is not expected to be reached).

3. Since three of the questions are complex, the suggested replies

are somewhat longer than the standard 50 words.

4. The replies are based on information supplied by the Hong Kong

Government.
