Lord Brockway has put down the following Unstarred Question for answer in the House of Lords on Wednesday 7 March.
1.
To ask Her Majesty's Government whether they will enquire into the circumstances under which seventy-six persons travelling in coaches to present a petition to the Governor were arrested in Hong Kong on 7 January 1979, and into the conditions of the boatmen and their families who for seven years have been denied houses at Yaumoti.
2.
An Unstarred Question takes the form of a short debate. The Peer asking the question speaks first and the Minister of State winds up. There is no right of reply. Lord Goronwy-Roberts will require a draft nucleus of a winding-up speech (about 10 minutes worth), full supplementary material for incorporation in the speech and comprehensive background. The complete brief (in duplicate) should reach this office by 5.00 pm on Thursday 1 March. We shall also require official support in the Box throughout the debate.
