Lord Goronwy-Roberts on13 March enclosing a letter dated 9 March

from the Society for Community Organisation (SOCO). In their letter, SOCO make five points concerning the resettlement of

the Yau Ma Tei boat dwellers which they claim the Hong Kong

Government "did not reveal".

2. The letter is a follow-up to a previous one which Mr Ford wrote on 23 January to which Lord Goronwy-Roberts replied on

19 February.

3. I attach a draft reply to Mr Ford which is based on substantial amounts of background information about this which we have

received from the Hong Kong Government.
