know also your assessment of how they would receive an informal approach from the Embassy to grant a waiver of the visa requirement in respect of Hong Kong. We would not propose to ask them for such a concession in respect of all United Kingdom passport holders subject to control, since this might entail a good deal of trouble both for them and for us in disposing of those who were unable or unwilling to return to whence they came.
