TRANSIT VISAS FOR TAIWANESE

You will recall our exchange of minutes in October about the processing in Bangkok of applications by Taiwanese for transit visas for Hong Kong. It was finally agreed that Bangkok should stop issuing transit visas from 1 January 1980 and that the Taiwanese should be encouraged to obtain their visas before leaving Taiwan. In the future, Bangkok will normally refer all applications for Hong Kong transit visas for Taiwanese not resident in Thailand Hong Kong, although the Consul will issue a visa at his discretion where it is in HMG's or the Hong Kong Government's interests to do

2. Mr Kaye in the British High Commission, Singapore, has now written to support the policy that Taiwanese should apply for their Hong Kong visas in Taiwan at the same time as they apply for their Singapore visas, before their departure. Otherwise, Singapore risks receiving the traffic of which Bangkok is just about to divest itself. I attach a copy of Mr Kaye's letter.

3. I should be grateful for your comments. We see no reason why Taiwanese should burden our busy visa staff in Bangkok and Singapore with a large volume of applications for these transit visas.
