Affairs of the People's Republic of China";

(ii) "The Hong Kong Office of the Consular Department of

the Ministry of Foreign Affairs of the People's

Republic of China".

The Governor wishes to inform the NCNA that the first of these

would be acceptable (Hong Kong telegram No 1083).

We questioned whether we would be compromising our position

on official representation by allowing the Chinese to establish

an office subordinate to the Ministry of Foreign Affairs; and how

local opinion would react to an office with such a title (FCO tele-

gram No 616 to Hong Kong). The replies in Hong Kong telegram

No 1098 and Peking telegram No 694 are reassuring.

6.

Our approach on the leases issue is an additional reason

for giving an early and positive response.
