I enclose a copy of a disappointing reply from Dr Dietrich to my letter of 2 January which I copied to you (and all copy addressees) with my letter to you of the same date.

Dr Dietrich would very much like to help. He reckons this visa problem is the only cloud spoiling otherwise excellent relations between Germany and Hong Kong However he feels he has shot his bolt and his advice is that we now try our luck in Bonn. He says that any approach would have to be made with conviction, because if his Government detects anything half-hearted in our approach they will not take it seriously.

I shall be grateful if Bonn could now be asked for their assessment of their chance of success.
