purchase of a site with an area of approximately 60,000 sq. ft., and has also been negotiating for the purchase of machinery required for

the said rolling mill.

Your Petitioner will be required as quality controller

in the proposed steel rolling mill.

In December 1978 your Petitioner resigned from the Shanghai Mechanical Steel Blade Factory, and applied to the Kung On Kok

) for permission to emigrate to Hong Kong permanently. Your Petitioner was given a travel permit to come to Hong Kong on the 9th December 1978, which was valid for travel between 12th

December 1978 and 22nd March 1979. Your Petitioner entered Hong

Kong on 16th January 1979 at Shum Chun, and was permitted by the

Immigration Officer to remain until 8th March 1979. The said travel

permit is annexed hereto as "F", with a translation thereof at "G",

and a carbon copy of his arrival card, which is called the "departure

card" is annexed "H".

Your Petitioner by his solicitors applied to the Director

of Immigration on 3rd February 1979 for permission to reside in Hong

Kong permanently. A copy of his solicitors' letter is at "I". But

the Director declined to give such permission. A copy of his letter

dated 13th February 1979 is annexed hereto at "J".

Your Petitioner therefore humbly prays that Your Excellency

will be pleased in Your Excellency's discretion to allow your

Petitioner to stay Hong Kong, in the first instance for 12 months, to

give your Petitioner an opportunity to show the contribution your

Petitioner can make to Hong Kong's economy, and during that time to

review your Petitioner's case and to consider whether your Petitioner

might be permitted to reside indefinitely in Hong Kong, and
