Thank you for responding so promptly to my letter of 9th July 1979.

As promised in my telegram of today's date, I attach copies of the revised Immigration (Amendment) (No. 3) Bill and Immigration (Unauthorized Entrants) Order, together with the covering Executive Council Memorandum. The timetable for processing this legislation remains as set out in para 3 of my telegram No. 962 of 10th July.

You will see that there have been some changes in terminology and we have substituted 'unauthorized entrants' for 'prohibited immigrants'.

More important the scope of the Immigration (Unauthorized Entrants) Order has been extended to include the application of New Part VIIA of the Ordinance to unauthorized entrants from Macau. Action by the Chinese authorities and by our Security Forces has made illegal immigration from China even more difficult. However there are large numbers of illegals in Macau and most of these seem likely to attempt to enter Hong Kong. This trade is heavily. syndicated and we are deploying additional C. I. D. resources to counter it. This action will be assisted by the application of the new provisions in the bill. The Macau authorities will be advised before the Order under the amending Bill is published.
