AMENDMENT TO THE HONG KONG IMMIGRATION ORDINANCE

1. Thank you for your letter of 30 July. am sorry that we failed to consult you about the recent amendments to the Hong Kong Immigration. Ordinance. We certainly ought to have done. In mitigation I can only plead the speed with which we had to operate to meet the Hong Kong Government's deadline.

You will have seen FCO telegram No 617 to Hong hong, which I hope you will regard as satisfactory. There has so far been no reply from Hong Kong, but the Hong Kong Government may well feel that we ought to have pointed out this defect in their Bill before it passed into Law Con 1 August).
